Rocket Launchers - Contract NOrd-7387:
     
     
     On 31 October 1944, contract NOrd-7387 for construction of 2,000 rocket launchers was awarded to Consolidated Steel Corporation, Shipbuilding Division. These rocket launchers were completed in record time.

     The Supervisor feels that certain pertinent details regarding the operation of the several contractors who were supervised by this office will be of value to the Navy Department:   
     
       
(a) The spirit of cooporation received from all personnel in the Texas area who had dealings with the Supervisor is most commendatory;

(b) The action of the Consolidated Steel Corporation in connection with the operation of its incentive program by which the reduction in man-hours was accomplished, particularly on destroyer escorts, was outstanding. This was accomplished by means of the establishment of the differential between the man-hours required by any trade on previous vessels as compared with the man-hours on currently completed vessels. The results were computed on a percentage basis and the trade which had the greatest reduction percentage received what was known as the "Hird Cup". This cup was much sought after by the different trades in the yard. A spirit of rivalry was built up which, in the opinion of this office, was one of the main contributing features to the reduction in man-hours;

(c) The attitude of the several contractors and their willingness to effectuate changes brought about the delivery of all vessels in as complete and up-to-date condition as practicable;

(d) The Supervisor feels that the performance of all the contractors coming under the supervision of this office has been outstanding when all factors are taken into consideration.
     
     
     The names of all officers who were attached to this activity during the period of 24 August 1940 to 1 October 1945 are listed for the information of the Navy Department:
